Now, moving to linux .. I doubt if there is any easy way to support ntfs. I use ubuntu on my laptop (HP DV 2000). Since, my work involves both windows and linux, I need quick switching .. so I run ubuntu off QEMU for now. I just posted an article on the options for ubuntu setups out there. Most of the requirements you had are pretty much supported by most linux distros out there. You might want to try out Monodevelop (C# on linux!!). Tell me how you like it (It's kinda close to my heart :) )If you are planning a dual boot, I would say, use either Vmware or QEMU to run linux on windows to start with , once you are comfortable with linux, then revert it. 

There are still some areas (read Gaming) where windows still is the best (read supported). Also, try and use the CLI as much as possible, you will start luving it. I'm still to meet any developer, who hasn't fallen in love with the unix command-line, once they see the power (and responsibility) it comes with.

Some IDEs for linux
Monodevelop - C# (.NET)
Eclipse - Java
