Mysql is one of those better mail those guys for clarification you can use it for personal use free of cost.

Why don't you send out an email to them, describing what you want to do with their product and just find out how much it would cost to get a license. In case, you decide to sell your app, you will know what to charge for it based on your license cost. If you do not distribute the app, the only one you are releasing the app is to yourself, and you have access to the source. So essentially, the app you write is open-source and GPL licensed, but just that you are not releasing to anyone.
